ਕੋਰੋਨਾ ਵਰਗੀ ਕਿਸੇ ਵੀ ਆਫ਼ਤ ਆਉਣ ਤੇ ਤਰੁੰਤ ਵਿਸ਼ੇਸ਼ ਹਸਪਤਾਲ ਸਥਾਪਿਤ ਕਰਨ ਦੀ ਨੀਤੀ ਤਹਿਤ ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਪ੍ਰਮੁੱਖ ਵਿਗਿਆਨਕ ਸਲਾਹਕਾਰ ਦੇ ਦਫ਼ਤਰ (ਓ/ ਓ ਪੀਐੱਸਏ, ਭਾਰਤ ਸਰਕਾਰ) ਨੇ ਨਿੱਜੀ ਖੇਤਰ ਦੀਆਂ ਕੰਪਨੀਆਂ, ਦਾਨੀ ਸੰਗਠਨਾਂ ਅਤੇ ਵਿਅਕਤੀਆਂ ਨੂੰ ਰਾਸ਼ਟਰੀ ਮਹੱਤਵ ਦੇ ਵੱਖ-ਵੱਖ ਪ੍ਰੋਜੈਕਟਾਂ ਦਾ ਸਮਰਥਨ ਨਾਲ ਇੱਕ ਮੁਹਿੰਮ ਦੀ ਸ਼ੁਰੂਆਤ ਕੀਤੀ ਗਈ ਹੈ l ਪੰਜਾਬ ਵਿੱਚ 100 ਬਿਸਤਰਿਆਂ ਦਾ , ਫਰੀਦਕੋਟ ਅਤੇ ਪਠਾਨਕੋਟ ਵਿਖੇ 48-48 ਬਿਸਤਰਿਆਂ ਦੇ ਹਸਪਤਾਲ ਸਥਾਪਿਤ ਕਰਨ ਦੀ ਮਨਜ਼ੂਰੀ ਦਿਤੀ ਗਈ ਹੈ ,ਅਜਿਹੇ ਹਸਪਤਾਲ ਉਹਨਾਂ ਥਾਵਾਂ ਤੇ ਬਣਾਏ ਜਾ ਰਹੇ ਹਨ ਜਿਥੇ ਕੋਰੋਨਾ ਦੇ ਕੇਸ ਵਧੇਰੇ ਆਏ ਸਨ l
ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਅਗਲੇ ਤਿੰਨ ਮਹੀਨਿਆਂ ਵਿੱਚ ਦੇਸ਼ ਭਰ ਵਿੱਚ 50 ਮਾਡਯੂਲਰ ਹਸਪਤਾਲ ਬਣਾਉਣ ਦੀ ਯੋਜਨਾ ਬਣਾਈ ਹੈ। ਇਨ੍ਹਾਂ ਹਸਪਤਾਲਾਂ ਵਿਚ ਆਈਸੀਯੂ ਬਿਸਤਰੇ ਦੇ ਨਾਲ ਆਕਸੀਜਨ ਦਾ ਪ੍ਰਬੰਧ ਵੀ ਕੀਤਾ ਜਾਵੇਗਾ।ਮਾਡਯੂਲਰ ਹਸਪਤਾਲਾਂ ਦੀ ਖਾਸ ਗੱਲ ਇਹ ਹੋਵੇਗੀ ਕਿ ਉਹ ਸਿਰਫ ਤਿੰਨ ਹਫਤਿਆਂ ਵਿੱਚ ਤਿਆਰ ਹੋ ਸਕਦੇ ਹਨ. ਹਸਪਤਾਲ ਦੇ ਨਿਰਮਾਣ ‘ਤੇ ਲਗਭਗ 3 ਕਰੋੜ ਰੁਪਏ ਦੀ ਲਾਗਤ ਆਵੇਗੀ। ਤਬਾਹੀ ਦੇ ਸਮੇਂ, ਇਨ੍ਹਾਂ ਹਸਪਤਾਲਾਂ ਨੂੰ ਇੱਕ ਹਫ਼ਤੇ ਦੇ ਅੰਦਰ ਇੱਕ ਜਗ੍ਹਾ ਤੋਂ ਦੂਜੀ ਥਾਂ ਤੇ ਤਬਦੀਲ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ l
ਜਿਵੇਂ ਕਿ ਦੇਸ਼ ਦੇ ਵੱਖ-ਵੱਖ ਹਿੱਸਿਆਂ ਵਿੱਚ ਕੋਵਿਡ-19 ਦੇ ਕੇਸਾਂ ਵਿੱਚ ਵਾਧਾ ਹੋਇਆ ਹੈ, ਹਸਪਤਾਲਾਂ ਦੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ’ਤੇ ਭਾਰੀ ਦਬਾਅ ਪਿਆ ਸੀ| ਇਸ ਦੇ ਵਿਚਕਾਰ ਨਵੀਨਤਾਕਾਰੀ ਮਾਡਯੂਲਰ ਹਸਪਤਾਲ ਇੱਕ ਵੱਡੀ ਰਾਹਤ ਵਜੋਂ ਸਾਹਮਣੇ ਆਏ| ਮਾਡਯੂਲਰ ਹਸਪਤਾਲ ਆਮ ਹਸਪਤਾਲ ਦੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦਾ ਵਿਸਥਾਰ ਹੁੰਦੇ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਨੂੰ ਕਿਸੇ ਮੌਜੂਦਾ ਹਸਪਤਾਲ ਦੀ ਇਮਾਰਤ ਦੇ ਨਾਲ ਲੱਗਦੀ ਜਗ੍ਹਾ ਵਿੱਚ ਹੀ ਬਣਾਇਆ ਜਾ ਸਕਦਾ ਹੈ| ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਪ੍ਰਮੁੱਖ ਵਿਗਿਆਨਕ ਸਲਾਹਕਾਰ ਦੇ ਦਫ਼ਤਰ (ਓ/ ਓ ਪੀਐੱਸਏ, ਭਾਰਤ ਸਰਕਾਰ) ਨੇ ਨਿੱਜੀ ਖੇਤਰ ਦੀਆਂ ਕੰਪਨੀਆਂ, ਦਾਨੀ ਸੰਗਠਨਾਂ ਅਤੇ ਵਿਅਕਤੀਆਂ ਨੂੰ ਰਾਸ਼ਟਰੀ ਮਹੱਤਵ ਦੇ ਵੱਖ-ਵੱਖ ਪ੍ਰੋਜੈਕਟਾਂ ਦਾ ਸਮਰਥਨ ਕਰਨ ਲਈ ਸੱਦਾ ਦਿੱਤਾ ਹੈ। ਪ੍ਰੋਜੈਕਟ ਐਕਸਟੈਂਸ਼ਨ ਹਸਪਤਾਲ ਇੱਕ ਅਜਿਹੀ ਹੀ ਪਹਿਲ ਹੈ| ਓ/ ਓ ਪੀਐੱਸਏ ਨੇ ਉਨ੍ਹਾਂ ਰਾਜਾਂ ਦੇ ਆਸ-ਪਾਸ 50 ਹਸਪਤਾਲਾਂ ਦੀਆਂ ਲੋੜਾਂ ਨੂੰ ਚਿੰਨ੍ਹਤ ਕੀਤਾ ਹੈ ਜਿੱਥੇ ਸਭ ਤੋਂ ਵੱਧ ਕੋਵਿਡ-19 ਦੇ ਵੱਧ ਕੇਸ ਸਾਹਮਣੇ ਆਏ ਹਨ।
ਇੰਡੀਅਨ ਇੰਸਟੀਟੀਊਟ ਆਫ਼ ਟੈਕਨਾਲੋਜੀ, ਮਦਰਾਸ (ਆਈਆਈਟੀ-ਐੱਮ) ਵਿੱਚ ਸ਼ੁਰੂ ਕੀਤੀ ਗਏ ਇੱਕ ਸਟਾਰਟ ਅੱਪ ਮੋਡੂਲਸ ਹਾਊਸਿੰਗ ਨੇ ਮੈਡੀਕੈਬ ਹਸਪਤਾਲਾਂ ਨੂੰ ਵਿਕਸਿਤ ਕੀਤਾ| ਇਹ 3-ਹਫ਼ਤਿਆਂ ਦੇ ਵਿੱਚ 100 ਬਿਸਤਰਿਆਂ ਵਾਲੀ ਐਕਸਟੈਂਸ਼ਨ ਸਹੂਲਤ ਨੂੰ ਬਣਾਉਣ ਦੇ ਯੋਗ ਹੈ| ਮੈਡੀਕੈਬ ਹਸਪਤਾਲ ਇੰਟੈਂਸਿਵ ਕੇਅਰ ਯੂਨਿਟਸ (ਆਈਸੀਯੂ) ਦੇ ਇੱਕ ਸਮਰਪਿਤ ਜ਼ੋਨ ਦੇ ਨਾਲ ਤਿਆਰ ਕੀਤੇ ਗਏ ਹਨ ਜੋ ਜੀਵਨ ਸਮਰਥਨ ਦੇ ਵੱਖ-ਵੱਖ ਉਪਕਰਣਾਂ ਅਤੇ ਡਾਕਟਰੀ ਉਪਕਰਣਾਂ ਦੀ ਵਿਵਸਥਾ ਕਰ ਸਕਦੇ ਹਨ| ਇਹ ਨੈਗੀਟਿਵ ਦਬਾਅ ਪੋਰਟੇਬਲ ਹਸਪਤਾਲਾਂ ਦੀ ਲਗਭਗ 25 ਸਾਲਾਂ ਦੀ ਮਿਆਦ ਹੈ, ਅਤੇ ਭਵਿੱਖ ਵਿੱਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦੀ ਤਬਾਹੀ ਹੋਣ ’ਤੇ ਇਨ੍ਹਾਂ ਨੂੰ ਇੱਕ ਹਫ਼ਤੇ ਤੋਂ ਵੀ ਘੱਟ ਸਮੇਂ ਵਿੱਚ ਕਿਤੇ ਵੀ ਤਬਦੀਲ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ| ਇਹ ਤੇਜ਼ੀ ਨਾਲ ਤੈਨਾਤ ਕੀਤੇ ਜਾਣ ਵਾਲੇ ਹਸਪਤਾਲ ਕੋਵਿਡ-19 ਵਿਰੁੱਧ ਭਾਰਤ ਦੀ ਲੜਾਈ, ਖ਼ਾਸਕਰ ਦਿਹਾਤੀ ਖੇਤਰਾਂ ਅਤੇ ਛੋਟੇ ਕਸਬਿਆਂ ਵਿੱਚ ਸਿਹਤ ਦੇ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਪਾੜੇ ਨੂੰ ਪੂਰਾ ਕਰਨਗੇ। ਓ/ ਓ ਪੀਐੱਸਏ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਵੱਖ-ਵੱਖ ਖੇਤਰਾਂ ਵਿੱਚ ਇਨ੍ਹਾਂ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਲਾਗੂ ਕਰਨ ਲਈ ਸੀਐੱਸਆਰ ਸਹਾਇਤਾ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਸਰਗਰਮੀ ਨਾਲ ਕੰਮ ਕਰ ਰਿਹਾ ਹੈ|
ਮੋਡੂਲਸ ਹਾਊਸਿੰਗ ਨੇ ਅਮੈਰੀਕਨ ਇੰਡੀਅਨ ਫਾਉਂਡੇਸ਼ਨ (ਏਆਈਐੱਫ਼) ਦੀ ਸਹਾਇਤਾ ਨਾਲ ਮੈਡੀਕੈਬ ਐਕਸਟੈਂਸ਼ਨ ਹਸਪਤਾਲਾਂ ਦੀ ਤੈਨਾਤੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ ਹੈ| ਮਾਸਟਰਕਾਰਡ, ਟੈਕਸਸ ਇੰਸਟਰੂਮੈਂਟਸ, ਜ਼ੀਸਕੇਲਰ, ਪੀਐੱਨਬੀ ਹਾਊਸਿੰਗ, ਗੋਲਡਮੈਨ ਸਾਕਸ, ਲੇਨੋਵੋ ਅਤੇ ਨੈਸਕੋਮ ਫਾਉਂਡੇਸ਼ਨ ਨੇ ਵੀ ਸੀਐੱਸਆਰ ਨੂੰ ਸਹਾਇਤਾ ਦਿੱਤੀ ਹੈ। 100 ਬਿਸਤਰਿਆਂ ਵਾਲੇ ਹਸਪਤਾਲਾਂ ਦਾ ਸ਼ੁਰੂਆਤ ਬਿਲਾਸਪੁਰ (ਛੱਤੀਸਗੜ੍ਹ), ਅਮਰਾਵਤੀ, ਪੂਨੇ, ਅਤੇ ਜਲਨਾ (ਮਹਾਰਾਸ਼ਟਰ); ਮੋਹਾਲੀ (ਪੰਜਾਬ) ਵਿੱਚ ਲਗਾਇਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਰਾਏਪੁਰ (ਛੱਤੀਸਗੜ੍ਹ) ਵਿੱਚ ਇੱਕ 20 ਬਿਸਤਰਿਆਂ ਵਾਲਾ ਹਸਪਤਾਲ ਲਗਾਇਆ ਜਾ ਰਿਹਾ ਹੈ| ਬੰਗਲੁਰੂ (ਕਰਨਾਟਕ) ਵਿੱਚ ਪਹਿਲੇ ਪੜਾਅ ਵਿੱਚ 20, 50, ਅਤੇ 100 ਬੈੱਡਾਂ ਦਾ ਇੱਕ-ਇੱਕ ਹਸਪਤਾਲ ਲਗਾਇਆ ਜਾ ਰਿਹਾ ਹੈ|
ਪੀਐੱਸਏ ਦਫ਼ਤਰ ਨੇ ਟਾਟਾ ਪ੍ਰੋਜੈਕਟਸ ਲਿਮਟਿਡ ਦੇ ਨਾਲ ਵੀ ਪੰਜਾਬ ਅਤੇ ਛੱਤੀਸਗੜ੍ਹ ਵਿੱਚ ਕਈ ਥਾਵਾਂ ’ਤੇ ਮਾਡਯੂਲਰ ਹਸਪਤਾਲ ਬਣਾਉਣ ਲਈ ਸਹਿਯੋਗ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ ਦੇ ਗੁਰਦਾਸਪੁਰ ਅਤੇ ਫ਼ਰੀਦਕੋਟ ਵਿੱਚ 48 ਬਿਸਤਰਿਆਂ ਵਾਲੇ ਮਾਡਯੂਲਰ ਹਸਪਤਾਲਾਂ ਨੂੰ ਬਣਾਉਣ ’ਤੇ ਕੰਮ ਸ਼ੁਰੂ ਕੀਤਾ ਹੈ। ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਰਾਏਪੁਰ, ਜਸ਼ਪੁਰ, ਬੇਮੇਤਾਰਾ, ਕਾਂਕੇਰ ਅਤੇ ਗੌਰੇਲਾ ਦੇ ਕਈ ਹਸਪਤਾਲਾਂ ਵਿੱਚ ਆਈਸੀਯੂ ਦਾ ਵਿਸਥਾਰ ਵੀ ਚੱਲ ਰਿਹਾ ਹੈ।
‘PROJECT EXTENSION HOSPITALS’ AND ‘PROJECT O2’
India is currently battling its second COVID-19 wave, which requires a more coordinated and
focused approach to provide immediate relief to the people of India. The Government of India is
working with various stakeholders to provide critical medical care to people who need it the most,
while simultaneously preparing to expand its COVID-19 vaccination efforts from May 1, 2021, to
cover all its citizens above 18 years of age.
Office of the Principal Scientific Adviser, Government of India (O/o PSA, GoI) is calling for
private sector companies, donor organizations, and individuals to join India’s fight against COVID19 to support in scaling up high-impact health technology and infrastructure solutions through
following projects:
1. Project Extension Hospitals:
This project aims to set up 20-100 bedded hospitals in 10 days to 4 weeks, in various districts
which are seeing a rapid surge of confirmed COVID-19 cases. Developed by Modulus Housing,
a start-up incubated at the Indian Institute of Technology – Madras, MediCAB hospitals are
designed with a dedicated zone of intensive care units which provide a sophisticated design that
can accommodate all the life-support equipment and medical devices like oxygen concentrators
and ventilators. These rapidly deployable hospitals will plug a major health infrastructure gap in
India’s fight against COVID, especially in rural areas and smaller towns.

2. Project O2:
Project O2 is being implemented by National Consortium of Oxygen to meet the rising demand
for medical oxygen by supporting hospitals to procure oxygen and related high priority equipment
from approved manufacturers and start-ups, supporting manufacturers, and start-ups to scale up
capacity, address logistic challenges, enable supplies to extended/make-shift hospitals, and
strengthen R&D and innovation for future pandemics.

COVID-19 Projects Facilitated by Office of Principal Scientific Adviser: Extension of Hospitals
As COVID-19 cases surged in different parts of the country, infrastructure in hospitals was under immense pressure.Innovative modular hospitals came as a huge relief amidst this.Modular hospitals are an extension of hospital infrastructure and can be built adjacent to an existing hospital building.Office of the Principal Scientific Adviser, Government of India (O/o PSA, GoI)invited private sector companies, donor organizations, and individuals to support various projects of national importance. Project Extension Hospitals is one such initiative.TheO/o PSA identified requirements of close to 50 hospitals in states where the highest number of COVID-19 cases were reported.
Modulus Housing, a start-up incubated at Indian Institute of Technology, Madras (IIT-M) developed the MediCAB hospitals.This enables building a 100-bedded extension facility in 3-weeks’ time. MediCAB hospitals are designed with a dedicated zone of Intensive Care Units (ICUs) that can accommodate various life-support equipment and medical devices. These negative pressure portable hospitals have durability of around 25 years, and they can also be shifted in the future for any disaster response in less than a week. These rapidly deployable hospitals will plug a major health infrastructure gap in India’s fight against COVID-19, especially in rural areas and smaller towns. The O/o PSA has been actively working towards securing CSR support to implement these projects in different areas across the nation.
Modulus Housing has started deployingMediCAB extension hospitals with the help of the American Indian Foundation (AIF). Mastercard, Texas Instruments, Zscaler, PNB Housing, Goldman Sachs, Lenovo, and NASSCOM Foundation have also extended CSR support. The first batch of 100 bedded hospitals is being commissioned at Bilaspur (Chhattisgarh); Amravati, Pune, and Jalna (Maharastra); Mohali (Punjab), and a 20-bed hospital at Raipur (Chhattisgarh). Bengaluru (Karnataka) will have one each of 20-, 50-, and 100-beds in the first phase.
The Office of PSA has also collaborated with Tata Projects Ltd to deploy modular hospitals at multiple sites in Punjab and Chhattisgarh. They have initiated work on 48 bedded modular hospitals in Gurdaspur and Faridkot (Punjab). Expansion of ICU at multiple hospitals in Chhattisgarh including Raipur, Jashpur, Bemetara, Kanker, and Gaurella are also underway.
