ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ 100 ਦੇਸ਼ਾਂ ਦੇ ਕੁੱਤਿਆਂ ਦੀ ਆਮਦ ਲਈ ਆਪਣੀ ਸਰਹੱਦ ਬੰਦ ਕਰ ਦਿੱਤੀ ਹੈ।ਸਬੰਧਿਤ 100 ਦੇਸ਼ ਜੋ ਹਲਕਾਅ ਦੀਆਂ ਜ਼ਿਆਦਾ ਘਟਨਾਵਾਂ ਵਾਪਰਨ ਕਾਰਨ ਬੰਦਸ਼ਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਇਨ੍ਹਾਂ ਮੁਲਕਾਂ ਤੋਂ ਆਉਣ ਵਾਲੇ ਕੁੱਤੇ ਹੁਣ ਕੈਨੇਡਾ ਵਿੱਚ ਦਾਖਲ ਨਹੀਂ ਹੋ ਸਕਦੇ। ਕੈਨੇਡਾ ਸਰਕਾਰ ਨੇ ਹਲਕਾਅ ਦੀ ਚਿੰਤਾ ਦੇ ਚਲਦਿਆਂ ਇਹ ਕਦਮ ਚੁੱਕਿਆ ਹੈ ।

ਫੈਡਰਲ ਅਥਾਰਟੀ ਨੇ ਬੁੱਧਵਾਰ ਨੂੰ ਕੈਨੇਡਾ ਦੀਆਂ ਸਰਹੱਦਾਂ ਕੁੱਤਿਆਂ ਦੇ ਵਪਾਰ ਲਈ ਬੰਦ ਕਰ ਦਿੱਤੀਆਂ, ਜਿਨ੍ਹਾਂ ਵਿੱਚ 100 ਤੋਂ ਵੱਧ ਦੇਸ਼ਾਂ ਤੋਂ ਵੇਚਣ ਜਾਂ ਗੋਦ ਲੈਣ ਲਈ ਰੱਖੇ ਜਾਣ ਵਾਲੇ ਕੁੱਤਿਆਂ ਸਮੇਤ, ਕੈਨਾਈਨ ਰੇਬੀਜ਼ ਲਈ ਉੱਚ ਖਤਰੇ ਵਿੱਚ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ।

ਇਸ ਕਦਮ ਦਾ ਕੁਝ ਜਾਨਵਰਾਂ ਦੇ ਬਚਾਅ ਕਰਨ ਵਾਲਿਆਂ ਅਤੇ ਵਕੀਲਾਂ ਦੁਆਰਾ ਸਖ਼ਤ ਵਿਰੋਧ ਵੀ ਕੀਤਾ ਗਿਆ ਹੈ, ਪਰ ਕੈਨੇਡੀਅਨ ਵੈਟਰਨਰੀ ਮੈਡੀਕਲ ਐਸੋਸੀਏਸ਼ਨ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਲੋਕਾਂ ਅਤੇ ਕੁੱਤਿਆਂ ਨੂੰ ਇੱਕ ਮਾਰੂ ਬਿਮਾਰੀ ਤੋਂ ਬਚਾਉਣ ਲਈ ਇਹ ਜ਼ਰੂਰੀ ਹੈ।
CFIA ਨੇ ਕਿਹਾ ਕਿ ਅਫਗਾਨਿਸਤਾਨ, ਯੂਕਰੇਨ ਅਤੇ ਮੁੱਖ ਭੂਮੀ ਚੀਨ ਸਮੇਤ ਪਾਬੰਦੀ ਤੋਂ ਪ੍ਰਭਾਵਿਤ 100 ਦੇਸ਼ਾਂ ਵਿੱਚ ਕੁੱਤਿਆਂ ਦੀ ਰੇਬੀਜ਼ ਹਰ ਸਾਲ 59,000 ਲੋਕਾਂ ਨੂੰ ਮਾਰਦੀ ਹੈ।

ਉਕਤ ਪਾਬੰਦੀਆਂ ਲਾਗੂ ਕਰਦਿਆਂ ਸਰਕਾਰ ਨੇ ਬੁੱਧਵਾਰ 28ਸਤੰਬਰ ਤੋਂ ਕੈਨੇਡਾ ਦੀਆਂ ਸਰਹੱਦਾਂ ਸਬੰਧਿਤ ਦੇਸ਼ਾਂ ਦੇ ਕੁੱਤਿਆਂ ਲਈ ਬੰਦ ਕਰ ਦਿੱਤੀਆਂ ਹਨ , ਜਿਕਰਯੋਗ ਹੈ ਕਿ ਪਿਛਲੇ ਸਾਲ ਅਮਰੀਕਾ ਨੇ ਇਸੇ ਤਰ੍ਹਾਂ ਦੀ ਪਾਬੰਦੀ ਲਾਗੂ ਕਰਨ ਤੋਂ ਬਾਅਦ ਕੈਨਾਈਨ ਰੇਬੀਜ਼ ਕੈਨੇਡਾ ਵਿੱਚ ਇੱਕ ਵਧ ਰਹੀ ਚਿੰਤਾ ਬਣ ਗਈ ਹੈ, ਜਿਸ ਨਾਲ ਕੁਝ ਬਚਾਅ ਸਮੂਹਾਂ ਨੂੰ ਕੈਨੇਡਾ ਵਿੱਚ ਹੋਰ ਕੁੱਤਿਆਂ ਨੂੰ ਭੇਜਣ ਦੇ ਆਪਣੇ ਯਤਨਾਂ ਨੂੰ ਮੁੜ ਨਿਰਦੇਸ਼ਤ ਕਰਨ ਲਈ ਪ੍ਰੇਰਿਤ ਕੀਤਾ ਗਿਆ ਹੈ। – ਸੰਕੇਤਕ ਤਸਵੀਰ

Prohibition order in relation to secondary control zones in respect of rabies caused by canine-variant viruses

Whereas:

On June 28, 2022, secondary control zones were declared by the delegate of the Minister of Agriculture and Agri-Food (the “Minister”), Dr. Siddika Mithani, President of the Canadian Food Inspection Agency, under subsection 27.1(2) of the Health of Animals ActFootnote 1 (“the act”), in respect of rabies caused by canine-variant viruses;

On Setpember 28, 2022, an order was made under subsection 27.1(3) of that act designating animals as being capable of being affected or contaminated by rabies caused by canine-variant viruses (“Designation order”);

The Minister has the power, under subsection 27.1(4) of that act to, by order, prohibit the removing from, moving within or taking into a secondary control zone a designated animal;

As an inspector, I have the authority under section 33 of that act to exercise the authority of the Minister under subsection 27.1(4) of that act;

Therefore, by virtue of this order, I prohibit the taking into, moving within or removing from, any of the secondary control zones, an animal designated under the designation order that originates from a country listed in the attached Schedule:

Countries at high-risk for dog rabies

New measure prohibiting the entry of commercial dogs from countries at high-risk for dog rabies takes effect on World Rabies Day

As of September 28, 2022, the entry of commercial dogs into Canada from countries at high-risk for dog rabies will be prohibited until further notice. As of this date, commercial dogs from countries at high-risk for dog rabies will not be permitted to enter Canada and import permits will no longer be issued. Commercial dogs include dogs intended for purposes such as being given/transferred to another person, resale, adoption, fostering, breeding, show or exhibition and research. The following countries are considered by the Canadian Food Inspection Agency (CFIA) as being high-risk for rabies caused by canine-variant viruses (dog rabies):
