ਕੇਂਦਰੀ ਸਿੱਖਿਆ ਮੰਤਰੀ, ਸ੍ਰੀ ਰਮੇਸ਼ ਪੋਖਰਿਯਾਲ ‘ਨਿਸ਼ੰਕ’ ਨੇ ਅੱਜ ਭਾਰਤ ਦੇ ਰਾਜਾਂ ਅਤੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਲਈ ਪਰਫਾਰਮੈਂਸ ਗਰੇਡਿੰਗ ਇੰਡੈਕਸ (ਪੀਜੀਆਈ) 2019-20 ਜਾਰੀ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ। ਸਰਕਾਰ ਨੇ ਸਕੂਲ ਸਿੱਖਿਆ ਦੇ ਖੇਤਰ ਵਿੱਚ ਤਬਦੀਲੀ ਲਿਆਉਣ ਲਈ 70 ਮਾਪਦੰਡਾਂ ਦੇ ਇੱਕ ਸੈੱਟ ਨਾਲ ਪਰਫਾਰਮੈਂਸ ਗ੍ਰੇਡਿੰਗ ਇੰਡੈਕਸ ਪੇਸ਼ ਕੀਤਾ ਹੈ I

ਰਾਜਾਂ ਅਤੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਲਈ ਪੀਜੀਆਈ ਪਹਿਲੀ ਵਾਰ ਸੰਦਰਭ ਸਾਲ 2017-18 ਦੇ ਨਾਲ 2019 ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਤ ਕੀਤੀ ਗਈ ਸੀ। ਰਾਜਾਂ/ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਲਈ ਪੀਜੀਆਈ: 2019-20 ਇਸ ਲੜੀ ਵਿੱਚ ਤੀਜਾ ਪ੍ਰਕਾਸ਼ਨ ਹੈ। ਪੀਜੀਆਈ ਅਭਿਆਸ ਵਿੱਚ ਕਲਪਨਾ ਕੀਤੀ ਗਈ ਹੈ ਕਿ ਇੰਡੈਕਸ ਰਾਜਾਂ ਅਤੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਨੂੰ ਬਹੁ-ਪੱਖੀ ਦਖਲਅੰਦਾਜ਼ੀ ਕਰਨ ਲਈ ਅੱਗੇ ਵਧਾਏਗਾ, ਜੋ ਕਿ ਬਹੁਤ ਜ਼ਿਆਦਾ ਲੋੜੀਂਦੇ ਅਨੁਕੂਲ ਸਿੱਖਿਆ ਦੇ ਨਤੀਜੇ ਲਿਆਵੇਗਾ। ਪੀਜੀਆਈ ਰਾਜਾਂ / ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ ਨੂੰ ਪਾੜੇ ਦਰਸਾਉਣ ਵਿਚ ਮਦਦ ਕਰਦੀ ਹੈ ਅਤੇ ਇਸ ਤਰ੍ਹਾਂ ਦਖਲਅੰਦਾਜ਼ੀ ਲਈ ਖੇਤਰਾਂ ਨੂੰ ਤਰਜੀਹ ਦਿੰਦੀ ਹੈ ਤਾਂ ਜੋ ਇਹ ਯਕੀਨੀ ਬਣਾਇਆ ਜਾ ਸਕੇ ਕਿ ਸਕੂਲ ਸਿੱਖਿਆ ਪ੍ਰਣਾਲੀ ਹਰ ਪੱਧਰ ‘ਤੇ ਮਜ਼ਬੂਤ ਹੈ।

ਪੰਜਾਬ, ਚੰਡੀਗੜ੍ਹ, ਤਾਮਿਲਨਾਡੂ, ਅੰਡੇਮਾਨ ਅਤੇ ਨਿਕੋਬਾਰ ਟਾਪੂਆਂ ਅਤੇ ਕੇਰਲ ਨੇ 2019-20 ਲਈ ਸਭ ਤੋਂ ਉੱਚੇ ਗ੍ਰੇਡ (ਗ੍ਰੇਡ ਏ ++) ਨੂੰ ਹਾਸਲ ਕੀਤਾ ਹੈ।

ਪਿਛਲੇ ਸਾਲਾਂ ਦੇ ਮੁਕਾਬਲੇ ਜ਼ਿਆਦਾਤਰ ਰਾਜਾਂ / ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਨੇ ਪੀਜੀਆਈ 2019-20 ਵਿਚ ਆਪਣੇ ਗ੍ਰੇਡ ਵਿਚ ਸੁਧਾਰ ਕੀਤਾ ਹੈ।

ਅੰਡੇਮਾਨ ਅਤੇ ਨਿਕੋਬਾਰ ਟਾਪੂਆਂ, ਅਰੁਣਾਚਲ ਪ੍ਰਦੇਸ਼, ਮਨੀਪੁਰ, ਪੁਡੂਚੇਰੀ, ਪੰਜਾਬ ਅਤੇ ਤਾਮਿਲਨਾਡੂ ਨੇ ਸਮੁੱਚੇ ਪੀਜੀਆਈ ਸਕੋਰ ਵਿਚ 10%, ਯਾਨੀਕਿ, 100 ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਅੰਕਾਂ ਦਾ ਸੁਧਾਰ ਕੀਤਾ ਹੈ।

ਅੰਡੇਮਾਨ ਅਤੇ ਨਿਕੋਬਾਰ ਟਾਪੂਆਂ, ਲਕਸ਼ਦੀਪ ਅਤੇ ਪੰਜਾਬ ਨੇ ਪੀਜੀਆਈ ਡੋਮੇਨ: ਐਕਸੈਸ ਵਿਚ 10% (8 ਅੰਕ) ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਹੈ।

ਤਕਰੀਬਨ ਤੇਰ੍ਹਾਂ ਰਾਜਾਂ ਅਤੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਨੇ ਪੀਜੀਆਈ ਡੋਮੇਨ ਵਿੱਚ ਬੁਨਿਆਦੀ ਢਾਂਚਾ ਅਤੇ ਸਹੂਲਤਾਂ ਲਈ 10% (15 ਅੰਕਾਂ) ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਹੈ। ਅੰਡੇਮਾਨ ਅਤੇ ਨਿਕੋਬਾਰ ਟਾਪੂਆਂ ਅਤੇ ਓਡੀਸ਼ਾ ਨੇ 20% ਜਾਂ ਇਸ ਤੋਂ ਵੀ ਜਿਆਦਾ ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਗਿਆ ਹੈ I

ਅਰੁਣਾਚਲ ਪ੍ਰਦੇਸ਼, ਮਨੀਪੁਰ ਅਤੇ ਓਡੀਸ਼ਾ ਨੇ ਪੀਜੀਆਈ ਡੋਮੇਨ: ਇਕੁਇਟੀ ਵਿਚ 10% ਤੋਂ ਵੱਧ ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਹੈ।

ਉਨੀਂ (19) ਰਾਜਾਂ ਅਤੇ ਕੇਂਦਰ ਸ਼ਾਸਤ ਪ੍ਰਦੇਸ਼ਾਂ ਨੇ ਪੀਜੀਆਈ ਡੋਮੇਨ: ਗਵਰਨੈਂਸ ਪ੍ਰਕਿਰਿਆ ਵਿਚ 10% (36 ਅੰਕ) ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਹੈ। ਅੰਡੇਮਾਨ ਅਤੇ ਨਿਕੋਬਾਰ ਟਾਪੂਆਂ, ਆਂਧਰਾ ਪ੍ਰਦੇਸ਼, ਅਰੁਣਾਚਲ ਪ੍ਰਦੇਸ਼, ਮਨੀਪੁਰ, ਪੰਜਾਬ, ਰਾਜਸਥਾਨ ਅਤੇ ਪੱਛਮੀ ਬੰਗਾਲ ਵਿੱਚ ਘੱਟੋ ਘੱਟ 20% (72 ਅੰਕ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ) ਦਾ ਸੁਧਾਰ ਦਿਖਾਇਆ ਗਿਆ ਹੈ।

Union Education Minister, Shri Ramesh Pokhriyal ‘Nishank’  approved the release of Performance Grading Index (PGI) 2019-20 for States and Union Territories of India today. The Government has introduced the Performance Grading Index with a set of 70 parameters to catalyse transformational change in the field of school education.

The PGI for States and Union Territories was first published in 2019 with reference year 2017-18. The PGI : States/UTs for 2019-20 is the third publication in this series. The PGI exercise envisages that the index would propel States and UTs towards undertaking multi-pronged interventions that will that will bring about the much-desired optimal education outcomes. The PGI helps the States/UTs to pinpoint the gaps and accordingly prioritise areas for intervention to ensure that the school education system is robust at every level.

Punjab, Chandigarh, Tamil Nadu, Andaman & Nicobar Islands and Kerala occupy the highest grade (Grade A++) for 2019-20.

Most of the States/UTs have improved their grade in PGI 2019-20 compared to the earlier years.

Andaman & Nicobar Islands, Arunachal Pradesh, Manipur, Puducherry, Punjab and Tamil Nadu have improved overall PGI score by 10%, i.e., 100 or more points.

Andaman & Nicobar Islands, Lakshadweep and Punjab have shown improvement by 10% (8 points) or more in the PGI domain: Access.

As many as thirteen States and UTs have shown improvement by 10% (15 points) or more in the PGI domain: Infrastructure and Facilities. Andaman & Nicobar Islands and Odisha have shown improvement by 20% or more.

Arunachal Pradesh, Manipur and Odisha have shown more than 10% improvement in the PGI domain: Equity.

Nineteen States and UTs have shown improvement by 10% (36 points) or more in the PGI domain: Governance Process. Andaman & Nicobar Islands, Andhra Pradesh, Arunachal Pradesh, Manipur, Punjab, Rajasthan and West Bengal have shown improvement by at least 20% (72 points or more).
