Sub: Relief to MSME’s on present and aftermath of COVID19.
Dear Sir,
We first of all thanks on the proactive steps taken by the government to safeguard interest of MSME after India is impacted by COVID19., which was informed through RBI Moratorium Circular No. RBI/2019-20/186 dated 27-Mar-2020. Further, as an association body, we would also like to draw your attention towards challenges being faced presently and anticipated hurdles, post moratorium period is over. Cash Flows have virtually stopped and there are few industries which are impacted the most. The micro, small and medium enterprises have been hit the hardest by the Coranavirus pandemic, and they have no balance sheet capacity to absorb the impact.
As per latest research done there are almost 61.1 Lakh MSMEs in India and credit to these MSME’s stand at Rs.15.11 Lakh Crore as on March 31, 2019, which are being impacted. Few are the below mentioned points on which we would like to draw your attention and seek your support to provide solution, so that industry is back in shape.

Solvency Issues |

Post Lockdown is open – Corpus for MSME would be required, which can be availed through SIDBI or nodal agency on case to case basis, on which Interest free loans / soft working capital loans can be disbursed.

During Lockdown – Waiver of 3 months interest on Term Loans and Working Capital Limits.

Reduction in promoters contribution by way of allowing Debtors upto 365 days and margin on stock and debtors to be contributed at 10%.

Adhoc facility of 25% with 3 year tenor, to be allowed to MSME’s without any additional interest so as to cope up with slowdown. Each bank is allowing adhoc Limit, but the interest & the % of Adhoc Limit Varies. Request you to order to Banks that 25% Adhoc with 8% interest from all banks to all account holders.

Inability to Pay wages & salary |
- Depleting WC funds with no cash flows coming.

Wage Support is requested by way of :-

Corpus to meet wage liabilities during shutdown maybe through EPF, ESIC etc.

50% wage subsidy to MSMEs for registered workers for 6 months.

Raise threshold limit of GST Compliance to Rs.1 Cr a year turnover.

Interest free GST deferral scheme for next 1 year.

Deferment of depositing advance tax by one quarter. Like Q1 return to be filed till 15-Sept-20 and no penalty of delayed filing.

Expedite VAT/GST refunds.

A transparent monitoring GST portal should be made, where against credit available, an MSME can avail short term loan from Financial Institutions.
